    <a>The reasons for having a signin are similar to the old CMMODs site:

1) To be able to contact a person who uploaded something in the case that there's a question about it.

2) To be able to monitor site usage in case of abuse.

COG hosted CMMODs on a machine of his own, so we were all downloading over his connection.   It was useable but not exactly fast.   The new site hosts the mods at a commercial grade data storage site (Amazon S3). I'm hoping this means downloads will be rather faster than they were before. This increases the need to keep an eye out for abuse.

This site operates on the understanding that this is the case.

The mod authors may impose further conditions on the distribution of their work, though as far as I'm aware none have done so.
